Why is it wrong to expect "immigrants" to speak english?

By "immigrants" I mean ILLEGALS. Legal immigrants do learn english, it's part of the citizenship requirements. They are even allowed to apply for welfare and other tax payer subsidized istance in Spanish; not to mention that we tax payers are paying for a spanish speaking translater or specially hired spanish speaking social services worker to ist them.
