Central heating fluid. Mould growing in central heating header tank.?

Hi, I have drained my central heating system to fit new radiators. I discovered a thick layer of slime / mould growing in the header tank. The fluid I drained out (containing fernox inhibitor) is already starting to grow mould in the containers it's stored in after only a few weeks. Is this normal & how do I prevent it.
